Introduction
Food
Sovereignty is a key issue to achieve welfare. Welfare concept in the welfare
state in Indonesia objectives set forth in the fourth paragraph of the Preamble
to the Constitution of the Republic of Indonesia, 1945. Based on the Law of
Food, Food sovereignty is the right of states and nations that independently
determine the policy which guarantees the right of Food to Food for the people
and which entitles people to determine Food systems in accordance with the
potential of local resources. State's food production must be able to produce
food that varied from country to ensure sufficient food needs until the
individual level by exploiting the potential of natural resources, human,
social, economic and local wisdom. Ideal circumstances aspired in the regulations-law,
on the level of implementation cannot be done well. The potential of natural
resources, human, social, economic and local wisdom untapped and fully
utilized. When hit by a problem on the procurement of food needs, symptoms of
lethargy in food needs to happen. This situation caused an uproar stability of
food supply, so the price becomes erratic and there is no certainty. This of
course makes people uneasy and uncomfortable.
Lethargy of Food Price
Lethargy
is a situation where a decline in awareness, concentration and alertness, at
the moment of lethargy, the patient may experience confusion accompanied by
delirium, but they have little ability to communicate (https://id.wikipedia.org/wiki/Letargi).
Sociological research highlights the symptoms of lethargy as forms of social
behavior in the community where apathy widespread and many people become unproductive,
completely desperate and without passion (Robertus Robert, Kompas 04/08/2016).
Food
price stability criterion is one of welfare in society. If food prices stable,
the welfare of the community in the fulfillment of basic needs can be met
properly. In Indonesia, food prices are always fluctuating, especially price
fluctuations will occur on the day of religious festivities, and this impact on
the domestic economy

08.10.2016). Fluctuating commodity price increases precisely, among others,
rice, egg, onion, red pepper, chicken and beef. It is indeed occurs because of
demand from consumers to meet the needs of religious festivities. In fact, if
there is condition when there are more demands so the supplies will be higher.
In this condition the traders took the opportunity to profit as possible.
